Richard A. (Rick) Moon - Director of Training

Rick Moon Rick currently serves as the Director of Training for the Iowa Electrical Apprenticeship and Education Trust. In his capacity as Training Director, Mr. Moon is responsible for the day-to-day operation of the State Training Center as well as providing effective education and training to apprentices, journeymen and contractors of the organized electrical and telecommunications industry located throughout the state of Iowa. He has extensive experience in the areas of education, training and programs management. Some of his training and education includes: certified Journeyman Wireman, awarded through the National Joint Apprenticeship and Training Committee and the Bureau of Apprenticeship and Training and the award of a Baccalaureate Degree from Bellevue University, Bellevue, Nebraska

Rich Madden - Asst. Director of Training

Rich Madden Rich holds the position of Assistant Director for the apprenticeship. He is responsible for the coordination for veterans and unemployment benefits, interviews, etc.

Rich grew up and graduated from Archie High School, Archie MO in 1972. He entered the U.S. Navy in 1974 and retired after twenty years attaining the rank of Chief Petty Officer. He was responsible for managing offices, career counselor and was the Top Secret Control Officer in many of his commands. During his naval career, he spent a total of eighteen years overseas, living in Japan, Cuba, Great Britain, Iceland and Italy.

Lois Voyna - Secretary

Lois Voyna Lois holds the position of receptionist/secretary for the apprenticeship. She is responsible for scheduling and preparing all area JATC meetings, and processing applications to the apprenticeship. Lois has been employed since April 2002.

Lois is a native of Cresco, IA in Northeast Iowa. She holds a BA degree from UNI and has lived in Des Moines for over 15 years. Lois enjoys working with the applicants and apprentices.

Clint Bailey - Instructor

Clint Bailey Clint holds the position of instructor for the apprenticeship. He is responsible for a portion of the fifth-year inside wireman curriculum and the telecommunications installer/technician curriculum. These curriculums include DC and AC theory, NEC study, fire alarm systems, security systems, structured wiring systems, nurses call systems, fiber optics and instrumentation.

Clint resides in Bondurant, IA with his wife Lori and two children Carrie and Marc. Clint graduated from Bondurant high school and completed the wireman apprenticeship program in 1984. Clint has been a member of IBEW local #347 since 1981. Clint served on the local JATC and represented IBEW local #347 on the Iowa State JATC for several years. Clint instructed apprentices for IBEW local #347 from 1990 to 1994. In 1994 Clint was employed as a full-time instructor for the state Training Center. Clint has achieved a master electrician license and is a 1997 graduate of the National Training Institute in Knoxville, TN. He is also a Registered Communications Distribution Designer (RCDD) and a member of BICSI. Clint has also achieved the status of Certified BICSI Instructor after completing their Train-the-Trainer course this summer.

Dale Wion - Instructor

Dale Wion Dale is a full-time instructor with the apprenticeship. He is responsible for the second year inside wireman curriculum and parts of the third year, fourth year and fifth year inside wireman curriculum. These curriculums include AC Theory, Blueprint Reading, Experior Test Prep, Grounding, Transformers, Codeology, and other various NEC studies.

Dale was born and raised in Des Moines. Dale now resides in Urbandale, IA with his wife Christy and two children Chelsea and Brandon. Dale started his apprenticeship in 1988. He was in the first class of the Des Moines area five year program. Dale finished his apprenticeship in 1993. He has been a member of the I.B.E.W. Local 347 since 1989. He also has completed the third year of the instructor-training program at the National Training Institute in Knoxville, TN.

Ed Allen - Instructor

Ed is currently serving as instructor at the Iowa Electrical Apprenticeship. He is responsible for most of the 4th year inside wireman curriculum and parts of the 1st, 2nd, 3rd, and 5th year inside wireman curriculum also. These curriculums include DC theory, Transformers, Motors, Industrial blueprints, Motor control, (including VFD’s), PLC’s, Power quality, and Distribution Generation.

Ed lives in Norwalk with his wife Lory and his two children Brian and Sharlett. Ed graduated from Johnston high school and then was accepted into the Des Moines electrical apprenticeship. He completed his training in 1995. Ed has been a member of IBEW local #347 since 1990. He has also completed his first year of training at the National Training Institute in Knoxville, TN.

Courtland Pfaff - Instructor

Courtland Pfaff Courtland holds the position of instructor at the Iowa Electrical Apprenticeship. He is responsible for the first year commercial inside, first year residential and part of third year commercial inside programs. These curriculums include knot tying, conduit bending, branch circuit wiring, AC/DC theory, DC series, parallel and combination circuits, blue print reading, electronics and National Electrical Code studies.

Courtland lives in Osceola with his two children Chelsey and Chandler. He grew up and was graduated from Clarke Community High School in Osceola. After completing high school he enlisted in the U.S. Air Force and served as a flight control and avionics specialist working on the B-1 bomber. After his military service he attended S.W.C.C. where he completed a building trades program. Courtland was selected to participate in the Des Moines electrical apprenticeship and was graduated from the program in 1998. He successfully completed the then Block exam, resulting in the award of a Journeyman Electrician licensee from the city of Des Moines. He has experience in all aspects of the trade to include working in the front office for a local Des Moines Electrical contractor as a service manager. He has been a member of IBEW Local Union 347 since 1994. He has completed his second session of training at the National Training Institute in Knoxville, Tennessee.
